Cross-border shipping frequently asked questions

U.S.-Mexico freight moves via two primary methods: transloading or door-to-door (trailer interchange) service. Transloading transfers cargo at the border from a Mexico-domiciled trailer into a U.S. carrier’s trailer, keeping each carrier within their operating authority. Through-trailer service keeps cargo in the same sealed trailer for the full journey, with only the tractor and driver changing at the border, which reduces handling and transit time.

Schneider offers both through our Laredo operations, plus a direct intermodal option via CPKC rail that eliminates border stops entirely and delivers freight up to three days faster than standard cross-border service.

There are number of regulatory requirements but must be met to transport freight from Mexico to the U.S. Generally speaking, Mexico-domiciled motor carriers must hold a valid U.S. DOT number and an FMCSA-issued Certificate of Registration before entering the U.S: either Commercial Zone authority (for border area operations) or Provisional/Standard Long-Haul Operating Authority (for delivery points beyond the border zone). Mexican drivers require a valid B-1 visa or Border Crossing Card, and all cross-border shipments require customs documentation including a commercial invoice, bill of lading and packing list cleared through U.S. Customs and Border Protection.

Schneider manages this compliance complexity through pre-vetted, FMCSA-registered and C-TPAT certified carrier relationships on both sides of the border. Shippers work with one point of contact while our team of in-country experts handle the regulatory requirements.

Several major carriers offer cross-border service to Mexico, and the right choice depends on your mode requirements, lane and security needs. Schneider has operated in Mexico for 30+ years with company-owned trailer assets on both sides of the border, C-TPAT certified carrier relationships and FAST Lane access at the World Trade Bridge in Laredo. Our network provides reliable full truckload, Intermodal, Dedicated, Bulk and Brokerage capacity throughout Mexico, with a local team of 100+ associates managing operations on the ground.

C-TPAT (Customs-Trade Partnership Against Terrorism) is a U.S. Customs and Border Protection security program that certifies supply chain partners, carriers, importers and brokers, as low-risk shippers. Working with C-TPAT certified carriers reduces the likelihood of cargo inspections at the border, qualifies freight for FAST Lane access at high-volume crossings like Laredo's World Trade Bridge, and establishes a documented chain of custody that helps protect against theft and tampering. Schneider maintains C-TPAT certification and requires it of the Mexico-based carriers in our network on both the U.S. and Mexico sides of every shipment.

Laredo, Texas is the largest U.S.-Mexico commercial freight gateway, handling the majority of surface trade between the two countries. Other significant crossings include El Paso/Ciudad Juárez, Texas, Eagle Pass, Texas, Otay Mesa near San Diego, California, Nogales, Arizona, and McAllen/Hidalgo (Texas). Schneider primarily uses the crossings in Laredo and El Paso, Texas, including FAST Lane access at the World Trade Bridge for expedited crossing, 24/7 maintenance support and access to CPKC’s privately-owned intermodal bridge that more than doubles capacity at that crossing.
